The Rohini District Courts Complex – one of the largest district court complexes in Delhi – was inaugurated in January 2006 and houses around 56 courtrooms across five storeys, together with associated administrative and litigant facilities. After nearly two decades of intense daily use by thousands of litigants, lawyers and judicial staff, a structured condition assessment of the complex was required.
BuildAid was engaged to carry out the condition assessment, providing the court administration with an evidence-based view of the building’s structural health and a prioritised list of interventions.
A working district court complex sees extraordinary footfall – one of the highest of any public building in Delhi – and operates six days a week. Diagnostic work had to be carried out around court schedules, often early in the morning or in low-traffic hours. The complex’s sheer scale meant that a representative sampling strategy had to be devised to cover all wings, blocks and storeys within a manageable testing programme.
BuildAid carried out a graded visual condition survey across the complex, supported by targeted NDT (UPV, Rebound Hammer, cover-meter, half-cell potential, carbonation, chloride) at representative locations selected to capture the range of structural elements, exposure and ages. Findings were assembled into a complex-wide structural-health document with a prioritised intervention list.
